Per Governor Baker’s order suspending certain provisions of the Open Meeting Law, G.L. c. 30A sec. 20, the public will not be allowed to physically access this School Committee meeting. Budget & Finance Subcommittee Meeting ~ October 14, 2020

A meeting of the Budget & Finance Subcommittee was held on Wednesday, October 14, 2020 at 6:00 pm in the Coddington Building. Present were Mayor Thomas Koch, Mr. Paul Bregoli, Mr. Doug Gutro, Mrs. Kathryn Hubley Mrs. Emily Lebo, Mr. Frank Santoro, and Mr. Anthony Andronico, Chair. Also attending were Superintendent Kevin Mulvey, Mr. James Mullaney, and Ms. Laura Owens, Clerk.

Director of Business James Mullaney presented the FY2021 Budget/Staffing Reconciliation. For Academic Classroom Staff, 1.0 elementary positions and 1.2 high school positions were added. For Academic Program Staff, 1.0 EL teachers and 1.0 Health Interventionists were added.

Mr. Mullaney presented the FY2021 Quarterly Budget report for the 1st quarter ending September 30, 2020. For Salaries (Academic Classroom Teachers, Academic Programs, Academic Support, and Non-Academic Support), all salary lines have expended the expected amount for this time of the year. For Academic and Non-Academic Expenses, expenditures are at expected levels. The largest line items are related to Special Education Tuitions and Transportation, with 87% and 97% respectively, remaining. Textbook expenditures are slightly higher to account for purchasing of consumable materials for remote learning students.

Mr. Gutro asked about the natural gas and electricity lines, Mr. Mullaney clarified that these are encumbrances for anticipated expenses.

Mrs. Hubley asked about the Special Education tuitions, there were savings due to some out of district summer programs not being held due to COVID-19.

Mrs. Lebo made a motion to accept the FY2021 First Quarter Report and FY2021 Staffing Reconciliation as presented. Mr. Breoli seconded the motion and on a voice vote, the ayes have it.

Mr. Santoro made a motion to adjourn the meeting at 6:15 pm. Mrs. Hubley seconded the motion and on a voice vote, the ayes have it.
